Volunteer Information

At Jefferson-Morgan School District, we recognize that many of the programs and opportunities available to our students would not be possible without the dedication and support of our volunteers. We are grateful for the time and energy our families and community members give to enhance the educational experience of our students.

Volunteer Clearance Requirements

In accordance with Act 153 of 2014 and Board Policy, all school volunteers must have valid clearances on file prior to beginning any volunteer service. This includes individuals volunteering under both categories:

  • Position Volunteers (e.g., chaperones, coaches, assistants)

  • Guest Volunteers (e.g., party helpers, readers, concession workers)

All volunteers must also submit a Volunteer Confidentiality Agreement annually, and clearances must be updated every 60 months to maintain active volunteer status.

Who Is Considered a Volunteer?

A volunteer is any adult who provides a service to the district without compensation and has routine interaction with students, either in a supervised or occasionally unsupervised setting. Examples include:

  • Homeroom parents

  • PTO/Booster volunteers

  • Field trip chaperones

  • Athletic volunteers and assistant coaches

  • Band and musical program assistants

  • Classroom celebration helpers and guest readers

At the elementary level, volunteers must also be active members of the PTO to participate in school-based volunteer activities.

Required Clearances

All volunteers must provide the following clearances, dated within one year of the application date:

  1. Pennsylvania State Police Criminal Background Check

  2. PA Child Abuse History Clearance (Act 151)

  3. FBI Fingerprint-Based Background Check (Act 114)

    • Required unless the volunteer has lived in PA continuously for the past 10 years (in which case, a signed waiver is accepted)

    • Fee: $25.25 (payable to IDEMIA)

    • Pre-enrollment required: https://uenroll.identogo.com

    • Use Service Code: 1KG6XN

    • Call 1-844-321-2101 for support or to register by phone

    • Find fingerprinting locations and ID requirements on the Identogo site

  4. Volunteer Confidentiality Agreement

    • Must be signed and submitted annually

    • Available through the district office or your child’s school

Important Notes

  • No volunteer may begin service without all clearances and required documents on file.

  • Clearances are valid for 60 months and must be renewed to remain eligible.

  • Any volunteer requiring School Board approval must have a clearly defined role and be identified by the staff member or program they are supporting.
